Donation Referrals

In 1986, all hospitals receiving Medicare funding were required to notify the families of potential donors about their option to donate ("Required Request"). Despite this legislative change, donation rates remained fairly constant, although the number of waiting organ, tissue and eye recipients continued to grow dramatically. The U.S. Health Care Finance Administration (HCFA) implemented new regulations in 1998 (Medicare Hospitals Conditions of Participation) requiring hospitals to notify their local organ procurement agency of all deaths. This allows trained and experienced staff to evaluate the potential for organ or tissue donation and offer the option to families when appropriate ("Required Referral").
